A declassified 1958 CIA report shows the US’ plan to destabilise the Ukrainian SSR and Soviet Union
The CIA considered western Ukraine as more promising to carry out anti-Soviet activity, while judging Crimea & Donbass to be least promising
This was the CIA’s plan all along, which was finally executed with the first shot fired with the Maidan Coup in 2014.

Language as a "Resistance factor" - 1957 vs. 2000-s
The first map is from the 1957 CIA report "Resistance Factors and Special Forces Areas - Ukraine", dividing Ukraine into 12 "loyalty zones".
The Crimea and part of Donbass - industrial regions of the Lugansk and Donetsk regions, were recognised by the Americans as the most loyal to the Soviet regime.
From an eastward direction, the first region where the US special forces may get significant support are left-bank Poltava, Chernigov and Sumy regions, as well as right-bank Kirovograd and part of the Vinnytsya region.
The so-called "Zone 8" was named as more anti-Soviet. It comprised the Kiev, Cherkassy, Zhytomir and Hmelnytsk regions. The most anti-Soviet mood was ascribed to three Galician regions; Lvov, Ternopol and Ivano-Frankovsk.

The two maps below are among many maps and statistical material found in the June 2014 post at Beorn’s blog that went under the title «Two Ukraines».
The grey map shows the geography of requests done in the Ukrainian language, while the one with yellow background shows the percentage of people, who stated Russian as their mothertongue in 2001.
It is no wonder that Russian language became discriminated against, and then outright forbidden after the USA-backed Nazi coup in 2014 - all in line with the CIA's mapping of the "resistance factors", and the need to suppress said resistance.

The 1957 CIA Plan For Subversion of Ukraine
As a follow-up on the Policy Planning Staff Paper on Ukraine of the US State Department from 1948 that we forwarded in an earlier post, it is worth remembering of the 1957 CIA document "Resistance Factors and Special Forces Areas - Ukraine", which became declassified in 2017.
As an aside, similar subversion documents were created not just for the parts of the USSR, but also for the countries of the Warsaw Pact, like this 1955 report "Resistance Factors and Special Forces Areas - Czechoslovakia".
The document on Ukraine is very thorough, containing not only the analysis of the political fault lines, but also details on climate (like snowfall and temperature), natural resources (like forestation), and transportation, as befits someone who plans to make use of the newly-acquired territories.
It also looked at the areas that offered resistance to the Soviet Power during the war - an euphemism for who were the Nazi collaborators there.
A foreword, published in the following Scott.net in-depth analytical article on this subject sums it up really well:

And not even about Pyatt or Nuland with cookies and American dirty money, which was taken from the Embassy to the headquarters of Maidan in bags. I want to probe into history in connection with the published CIA documents about the "national liberation" movement in Ukraine.
It's an interesting fact that the CIA sponsored the Banderist movement, at the same time considering it as a terrorist one. ... It is seen that Banderism affected less than a quarter of the territory of Ukraine in the West. There was a description of the moods. Crimea wasn't considered Ukrainian, and about Donbass they said that it "feels itself to be an island of Russian among Ukrainians."
All of this was planned for decades. And the same thing was planned and is being planned against Russia.

There is no clear dividing line between Russia and the Ukraine. and it would be impossible to establish one. The cities in Ukrainian territory have been predominantly Russian and Jewish. The real basis of “Ukrainianism” is the feeling of “difference” produced by a specific peasant dialect and by minor differences of custom and folklore throughout the country districts. The political agitation on the surface is largely the work of a few romantic intellectuals, who have little concept of the responsibilities of government.
…The economy of Ukraine is inextricably intertwined with that of Russia as a whole. There has never been any economic separation since the territory was conquered, from the nomadic Tatars and developed for purposes of a sedentary population. To attempt to carve it out of the Russian economy and set it up as something separate would be as artificial and destructive as an attempt to separate the Corn Belt, including the Great Lakes industrial area, from the economy of the United States…
…the people who speak the Ukrainian dialect have been split, like those who speak the White Russian dialect, by a division which in eastern Europe has always been the real mark of nationality: namely, religion. If any real border can be drawn in the Ukraine, it should logically be the border between the areas which traditionally give religious allegiance to the Eastern Church and those who give it to the Church of Rome…
