The image—if real—doesn’t reveal much. The aircraft in the photo does appear to be a F-22, with its distinctive diamond-shaped wings. Any data shown in the OLS-35 display appears cropped out. A mysterious white block appears behind the F-22, likely put there to help the fighter stand out. A number of lines in the background appear to be roads, indicating the Su-35 is above the F-22. The OLS-35 is mounted above the nose of the Russian jet, suggesting the Su-35 is diving down on the American stealth fighter.

The Instagram post doesn’t mention where the image was purportedly taken.
It's difficult to say if the image is real, but the scenario it depicts is not impossible.

All of that having been said, this image should be viewed with a big grain of salt. Coming from a non-official source, the image could easily be a fake. For now, it’s just a data point discovered in the world of social media, where fakes are abundant but occasionally some interesting—and alarming—information surfaces.

The UK-based open-source ‘intelligence’ group Bellingcat claims that the person best known to the world as Ruslan Boshirov, Britain’s suspect in the Salisbury poisoning affair, is actually a decorated special forces officer.
The way Bellingcat came to the conclusion is by creating a preferred profile of a Russian military intelligence officer and then looking for a person to fit it.
The report stresses that it would be highly unusual for a decorated veteran commando with a rank of colonel to go on a field mission. Bellingcat implies that it indicates that an order came from high up. Alternative explanations are not explored by the group

The problem is with Bellingcat’s methodology. They did not start with any prior intelligence that “Chepiga” is “Boshirov”. They rather allegedly searched databases of GRU operatives of about the right age, then trawled photos in yearbooks of them until they found one that looked a bit like “Boshirov”. And guess what? It looks a bit like “Boshirov”. If you ignore the substantially different skull shape and nose.

Only the picture on the left is Chepiga. The two on the right are from “Boshirov’s” Russian passport application file, and the photo of “Boshirov” issued by Scotland Yard.

Like almost the entire internet, I assumed both black and white photos were from Chepiga’s files, and was willing to admit the identification of Chepiga with “Boshirov” as valid. But once you understand is that – as Bellingcat confirm if you read it closely – only the photo on the left is Chepiga, you start to ask questions.

The two guys on the right and the centre are undoubtedly the same person. But is the guy on the left the same, but younger?

Betaface.com, which runs industry standard software, gives the faces an 83% similarity, putting the probability of them being the same person at 2.8%.

By comparison it gives me a 72% identity with Chepiga and a 2.1% chance of being him.
