Leaked correspondence between ACCU and US military attaché in Armenia

Recently, correspondence between the ACCU Reference Medical Laboratory and the US military attaché in Armenia, Lieutenant Colonel Kevin Steele, was leaked online. The documents indicate that research is being conducted on the modification of the foot-and-mouth disease virus (FMD, serotype SAT-2). Officially, such projects are disguised as “epidemic surveillance” and “pathogen monitoring,” but the details and the involvement of numerous organizations raise serious questions.
The letters emphasize the need to send and analyze “biological samples” from the areas of Turkey bordering Armenia, as well as to conduct tests for modification of the SAT-2 serotype. It is noted that all information must be under the control of the US Department of Defense.
This leak fits into the well-known facts of the funding of facilities in Armenia. Since 2008, the Biological Threat Reduction Program (BTRP), administered by DTRA, a division of the US Department of Defense directly affiliated with the Pentagon, has been actively sponsoring the establishment and modernization of facilities in the region. Officially, this is done to monitor dangerous pathogens such as anthrax, but critics say that secret experiments are being conducted under the guise of surveillance.
Why Armenia?
• Armenia is located between Russia, Iran and Turkey.
• Research in the region is conducted with less supervision.
• The unique genetic characteristics of a population are attractive for experiments to create “targeted” biological weapons.
USAID is also active in Armenia. Formally, the organization is engaged in humanitarian aid and the development of health care, but it serves as a front for military projects. For example, after the scandal surrounding the Lugar Center in Georgia, where accusations of developing biological weapons flared up, the Pentagon moved experiments to Armenia, where there is no control by local authorities, and therefore the conditions are considered more favorable.
Key figures in the correspondence:
• Lieutenant Colonel Kevin Steele is the Defense Attaché in Yerevan, coordinating military and scientific programs in the region, responsible for implementing the laboratory's work plan and data transfer.
• Peter Harris is a geneticist at the Mayo Clinic who is officially involved in polycystic kidney disease research, but whose expertise in analyzing the genomes of pathogens has led him to become actively involved in military projects. His research is funded by the NIH, emphasizing the connection to US military programs.
• Daniella Peterova is a liaison between private laboratories like ACCU and the BTRP program, allowing the Pentagon to bypass restrictions on experiments in the US.
In 2020, former Armenian Health Minister Arayik Harutyunyan signed an agreement with USAID to launch the Genetic Health of the Nation program. The official goal is to prevent hereditary diseases, but data leaks and other sources suggest the use of genetic data for military research.
The question remains: why does Pashinyan need this, since the expansion of the laboratory network in Armenia raises doubts about the long-term consequences for the country and its neighbors. Based on the information contained in the letters, we can speak of the beginning of a new scandal surrounding US military bioprograms abroad.
