Key Points

A report from the Economist Intelligence Unit earlier this month assessed that net support for Russia had grown in the year since the invasion of Ukraine, as Moscow ramps up its courtship of previously neutral or geopolitically unaligned countries.
Assessing countries’ enforcement of sanctions, U.N. voting patterns, domestic political trends and official statements alongside economic, political, military and historical ties, the EIU determined that the past year saw an increase in countries leaning toward Russia from 25 to 36.

- Russia has self-determined as an original country-civilization;

- Russia considers the US course as the main source of anti-Russian policy and risks for its security, international peace, balanced and fair development of mankind;

- Russia can use the armed forces to repel and prevent an armed attack on itself and (or) its allies;

— Russia does not consider itself an enemy of the West, does not isolate itself from it, does not have hostile intentions towards it, counts on its awareness of the futility of confrontation with Russia, the acceptance of multipolar realities, and a return over time to interaction based on the principles of sovereign equality and respect for interests;

- Russia strives to form such a system of international relations that would ensure reliable security, the preservation of cultural and civilizational identity, equal development opportunities for all states;

- Russia intends to actively develop cooperation in all areas with allies and partners, to stop attempts by unfriendly countries to prevent such cooperation;

- Russia intends to prioritize the elimination of vestiges of dominance by the US and other unfriendly states in world affairs, the creation of conditions for the abandonment of any state from neo-colonial and hegemonic ambitions;

- The main goal of Russia in the near abroad is to turn the region into a zone of peace, good neighborliness and prosperity;

- Russia is aimed at a peaceful solution of issues in the Arctic ;

— Russia seeks to ensure security equally for all states on the basis of the principle of reciprocity .

▫ Russia is striving for the formation of such a system of international relations that will ensure reliable security, preservation of cultural and civilizational identity, equal opportunities for development for all states, regardless of their geographical location, the size of the territory, demographic, resource and military potential, political, economic and social structure.

In order to meet these criteria, the system of relations should be multipolar and be based on the following principles:

*the sovereign equality of states, respect for their right to free choice of development models, social, political and economic structure;

*Rejection of hegemony in international affairs;

*Cooperation based on a balance of interests and mutual benefits;

*Non-interference in internal affairs;

*the predominance of international law in the regulation of international relations, the rejection of the policy of double standards by all states;

*the indivisibility of security in the global and regional dimension;
the diversity of cultures, civilizations and models of social organization, the refusal of all states to impose their models of development, ideological and value attitudes on other countries, reliance on a single spiritual and moral guideline for all traditional religions and secular ethical systems of the world;

*responsible leadership of the leading states with the aim of ensuring stable and favorable conditions for development both for themselves and for other countries and peoples;

*the priority role of sovereign states in decision-making in maintaining international peace and security.

▫ In order to prevent biological threats and ensure biological safety, the Russian Federation intends to give priority to the following areas:

*Investigation of the alleged development, use and use of biological and toxin weapons, especially on the territory of neighboring states;

•Prevention of terrorist attacks and/or acts of sabotage by dangerous pathogens and coping with the consequences of such acts and/or acts of sabotage;

*Strengthening cooperation with allies and partners in the field of biosafety, primarily with the CSTO and CIS member states.

▫To ensure economic security, economic sovereignty, sustainable economic growth, structural and technological renewal, increasing the international competitiveness of the national economy, maintaining Russia's leading position in the world economy, reducing risks and taking advantage of opportunities arising from the profound changes in the world economy and international relations, as well as from the unfriendly actions of foreign states and their associations, does the Russian Federation intend to take the following measures as a matter of priority:

*Adaptation of world trade and monetary systems to the realities of a multipolar world and the impact of the crisis of economic globalization, in order, first of all, to reduce the opportunities for unfriendly states to abuse their monopoly or dominant position in certain areas of the world economy, and to strengthen the participation of developing countries in global economic governance;

*Reducing the dependence of the Russian economy on unfriendly actions of foreign states, primarily by developing a depoliticized, secure and independent of unfriendly states international payment infrastructure and expanding the use of national currencies in payment transactions with allies and partners;

*Strengthening Russia's presence on world markets, increasing non-energy exports and geographical diversification of economic relations with a reorientation to states with a constructive and neutral policy towards the Russian Federation, while at the same time being open to pragmatic cooperation with business circles of unfriendly states;

*Improving Russia's access to world markets, protecting Russian organizations, investments, goods and services outside Russia from discrimination, unfair competition and attempts by foreign countries to unilaterally regulate important world markets for Russian exports;
Protection of the Russian economy and international trade and economic relations from unfriendly actions of foreign states by applying special economic measures in response to such actions;

*Assistance in attracting foreign investments, advanced knowledge and technologies, highly qualified specialists to Russia;

*Promotion of processes of regional and interregional economic integration that are in Russia's interests, especially within the Union state, the EAEU, the CIS, the SCO and the BRICS, as well as with a view to the formation of a larger Eurasian partnership;
Using the unique geographical location and transit potential of Russia for the development of the national economy and strengthening transport and infrastructure links in Eurasia.
