In his final hours in office, Biden preemptively pardoned :

- a number of members of his family;
- the head of the Pentagon, Milley;
- several congressional and Capitol staffers.

This pardon preemptively "writes off" their crimes, which are not yet known, but may be dug up in the future.

Daily Mail: CIA declassifies Operation Northwoods plan: US planned terrorist attacks against its own citizens in the 1960s to justify war with Cuba.

A 1962 report proposed blowing up ships, attacking bases and killing its own people to blame Cuba for it and cause public outrage.
